
The primary objective of all FDBDO services — all of which are free — is to make your company more competitive when you respond to RFPs and other contracting vehicles issued by Fort Detrick and other government entities. Since its inception in 2005, the FDBDO has advised hundreds of companies on all facets of doing business with Fort Detrick. We work with companies of all sizes and types — from those that are totally new to federal contracting to those with some experience that are interested in augmenting current skills or are entering a new market to those with considerable experience who are in need of partners or subcontractors.
The process of entering a new market and learning new ways to respond to business opportunities is time consuming and may, at times, be overwhelming. The FDBDO helps businesses navigate their way through the bid processes and paperwork in an efficient manner so they can be more effective in this market. We advise businesses on the appropriate channels, contacts, and procedures to use to make their responses more successful when bidding on an opportunity.

It is very important that companies 1) provide the proper marketing information 2) focus their sales efforts and dollars where they are most effective and 2) adhere to best practices when they submit a bid in response to a solicitation for goods or services from Fort Detrick. To ensure this for our clients, we use one-on-one counseling sessions to assist in developing sales and marketing information to fit each company’s business development needs.
We review your company’s capabilities statements, provide advice, review marketing and sales plans, and help you make use of all available resources available to your company in support of your efforts to win contracts at Fort Detrick.
In addition, if needed, we supply information to assist with teaming activities, templates for capabilities statements and samples of Freedom of Information Act (FOIA) letters.
The FDBDO provides free training to its customers through series of Training Seminars that cover a variety of helpful and informative topics. These classes will help make your company more competitive in the federal contracting arena. Each course has been developed to meet the needs of companies of all sizes and experience levels.
A list of classes is presented in the Table below. Approximately three classes are offered each month with the “Introduction to Federal Contracting” taught every month. All classes are instructor-led and held at various locations throughout the region. Seminars last approximately two hours and are generally scheduled for either the beginning or the end of the work day.

To fulfill its mission of disseminating information on business opportunities and of providing up-to-date market intelligence to its clients, the FDBDO researches many private and public sources of information on a daily basis to identify bid and grant opportunities at Fort Detrick. We identify opportunities months before RFPs are released so companies can plan and implement an efficient and timely marketing strategy.
Opportunities with a value of less than $25,000 are not listed publicly, so we continuously work to develop relationships with Fort Detrick and its Mission Partners to obtain this information for our clients. The FDBDO also maintains an Advanced Acquisitions Forecast (AAF) system to keep companies apprised of possible future opportunities that are in the pipeline.
After identifying current and future opportunities, we match all opportunities to business’s profiles in the FDBDO client database. Then we email the appropriate information to the companies who identified themselves as having interest as based on their profile.
The FDBDO provides its clients with a comprehensive understanding of Fort Detrick, its culture, its environment, and its Mission Partners. In addition the FDBDO gives insight to the myriad of things that are necessary to know to do business with Frederick County’s largest employer and major economic engine.
The FDBDO is a federal contract awarded by the U.S. Army Medical Research and Materiel Command to Beacon Associates, Inc. a woman-owned, 8(a) business based in Maryland.
